This handbook was developed to educate key customers and partners on the benefits and methods of adopting partnering principles, in both new and existing partnering programs. The handbook’s first edition, published in 2005, was written against a context of traditional designbidbuild project delivery, where highway projects were awarded to the lowest bidder. Since that time, the advent of alternative contracting methods, like designbuild, construction manager/general contractor, and public private partnerships, has fundamentally changed the way projects are being delivered and has resulted in increased integration and collaboration between state departments of transportation and their partners in the design and construction industries. The goal of this handbook is to encourage agencies to create a project delivery environment that integrates partnering principles into routine business practices.
